The Consortium, with the technical support and partnership of ESRI-Philadelphia, is showcasing local county data and American Heritage River corridor data in a Web based GIS demonstration project funded by a cooperative agreement with EPA.  ArcIMS and ESRI's Spatial Database Engine (SDE) are the key components in this data distribution strategy for local government applications.
